Development finance researcher, Paddy Carter, from the Overseas Development Institute has examined why development finance institutions use offshore financial centers and set out an overview of the advantages and disadvantages of doing so. The study is initiated by the DFIs in Britain (CDC), Switzerland (SIFEM), and Norway (Norfund).
