Norfund appoints Tomas Rosales as EVP for Green Infrastructure 

Tomas Rosales joins Norfund’s management team with more than a decade of international leadership experience across climate tech, investments and operations. 

Norfund, the Norwegian Investment Fund for Developing Countries, has appointed Tomas Rosales as Executive Vice President (EVP) for Green Infrastructure.  

Tomas has a unique combination of a career scaling operations in complex, fast-growing markets, together with investment experience from a leading private equity fund, exactly the type of profile we need as we raise our ambitions and continue to build Norfund into a world-class purpose driven investment fund. We are excited to have him onboard to scale this investment area

As part of a wider strategy process, Norfund is looking into expanding Green Infrastructure beyond its current focus on waste and water, considering new territory such as e-mobility and urban infrastructure. Rosales’ job is to grow the investment area significantly, building the team and the pipeline to get there.

About Tomas Rosales 

Tomas Rosales joined Norfund as EVP for Green Infrastructure in September 2026. Before Norfund he held the title as Chief Operating Officer of KOKO Networks, a clean cooking scaleup operating across East Africa, where he led commercial and operational strategy for a business serving more than 1.2 million low-income households. Before that, he held leadership roles at Kenyan B2B marketplace ZUMI, spent several years as an investment director at the Nordic growth equity fund Verdane Capital, and as a consultant at Boston Consulting Group. Tomas holds an MBA from Harvard Business School and an MSc in Applied Economics and Finance from Copenhagen Business School.

Norfund is the Norwegian Investment Fund for Developing Countries, established by the Norwegian Parliament in 1997 and owned by the Norwegian Ministry of Foreign Affairs. By the end of 2025, Norfund’s total committed portfolio amounted to $4.5 billion across three mandates: the Development Investment Mandate, the Climate Investment Fund, and the Ukraine Investment Fund.
